We will build it. Fix it. Put it back to work. National Service pays at least $30 an hour plus benefits. Two consecutive years of qualifying service earns a one-time $100,000 payment, tax-free. I will do that work after Congress too.

If you’re a U.S. citizen aged 18 or older, you can volunteer for this non-combat military branch. We will train, receive assignments, and work under military leadership. The work includes construction, farming, infrastructure, cleanup, medical support, and needed office and leadership jobs. Most of us will work at job sites. Stay-at-home work is only for single parents.

Pay starts at $30 an hour plus benefits for a 32-hour week. Regular wages are taxable. Complete two consecutive years of qualifying work and earn the one-time $100,000 payment, tax-free. Use it for school, a business, debt, or something else you choose. You can leave early without the payment, or keep serving after earning it.

While serving and deployed, we will receive military support: base accommodation, dining facilities, and military medical care. Those service benefits end when we leave. National Service alone does not earn continuing veterans’ benefits, veterans’ mortgages, or military retirement. Americare continues. Benefits earned through other military service remain yours.

High-school graduates will have a two-year internship route to learn different fields of work. National Service wage grants will help essential small businesses pay workers for up to five years during the transition. When private businesses cannot provide an essential service, National Service can provide it.

We will build the branch in stages, with military supplies and support, including meal contracts with local farmers. It will keep working after the 20-year build: infrastructure, disaster response, rebuilding, and other public needs. Ohio needs people doing that work. I will be one of them.

We will get healthcare we can use. Teeth and eyes included. Your medical professional will decide your treatment. I don’t have health insurance either. This is personal.

Americare will cover every U.S. citizen, including medical, dental, vision, and end-of-life care. Treatment will follow your medical professional’s judgment. Apparently, teeth are part of the body. (Dental care will be included.)

We will have coverage whether we work, serve in National Service, are disabled, or are retired. We will train more caregivers, modernize hospitals, and use existing military medical capacity. You will not have to join National Service to get healthcare. Neither will I.

Replace us with AI? Pay us. Employers will owe displaced workers five years of full pay. Data centers will pay for added power instead of taking the capacity our Ohio communities need.

An employer that replaces a worker with artificial intelligence will owe that worker five years of full pay and owe the federal government a $25,000 fine per displaced worker. The rollout includes people already displaced. Companies can rehire workers and scale back replacement.

Data centers will pay for dedicated additional nuclear capacity in their region. Their demand will not consume the power capacity meant for residents. They will have to protect our communities’ water, power, and environment. Our utility bill is not their business subsidy. (They will pay for the additional regional power capacity they need.)

We will build power for Ohio’s homes and industry, and diesel for our trucks and tractors. The plan calls for 600 nuclear facilities nationwide over 20 years, with diesel plants and systems that remove carbon from the air.

The initial law will call for 600 nuclear facilities over 20 years to power our homes, American industry, and new fuel production. Each region will own the facilities serving it. Revenue from that power will help fund public needs.

We will build man-made diesel plants alongside the nuclear facilities. Nuclear electricity and heat will help make hydrogen from water. Chemical processing will combine it with captured carbon dioxide to produce diesel. Our Ohio trucks, tractors, and heavy equipment will still need diesel until better technologies replace it.

Every nuclear facility will have a carbon reclamation system. Nuclear energy will power the removal of carbon dioxide from the air and its conversion into stable minerals for long-term storage.

We will build facilities to prepare nuclear fuel for use here and export to our allies. As better technologies develop, we will adopt them and update the law. Ohio’s workers and businesses will have a part in building the next generation of American industry.

We will build an orderly path to citizenship. Six border entry towns will give immigrants a place to work, learn English, and prepare to become our American neighbors.

We will fund our schools and pay our teachers. National Service will provide local preschool care. Four years at an in-state public college will cost no more than $60,000 total.

We need homes. Corporations need limits. Cap monthly rent at 1.5% of the home’s purchase price, limit corporate ownership of single-family homes, and provide mortgage help through Amerify.

Housing corporations will be limited to 20 single-family homes and will have to sell homes above the limit. Apartment buildings will be treated separately. If the required sell-off lowers the value of your primary home, banks will have to reduce the amount you still owe on the mortgage.

Amerify will provide federal mortgage help through Fannie Mae and Freddie Mac, the companies that support mortgage lending. If you’re making your payments and your home loses value, you will be able to replace your mortgage with a new one without a credit-score or current-job requirement. Major shareholders will absorb the losses. Our homes will come first.

We will see the math behind our credit scores. Every factor. Every explanation. Credit agencies will have 14 days to fix errors we report.

We will make things in Ohio and clean up the pollution. Grants and National Service workers will help factories improve equipment and production.

I will represent Ohio. Congress will stop trading stocks. Lawmakers and their families will face the ban. Federal money going into the stock market will require a national vote.

Members of Congress and their families will be banned from trading stocks. That includes me and my family. The federal government will need a direct national vote before putting money into the stock market. We will take part in that decision.

We will put AI to work for people. Medical care. Energy. Research. The largest systems will be publicly owned, with safety reviews and executives held responsible for harm.

Public investment will support artificial intelligence research in medicine, energy, physics, and technology. We will use that work to improve our lives, including here in Ohio.

We will limit the computing capacity private owners can control and place the largest AI systems under public ownership. We will require public safety reviews, restrict dangerous systems, and hold executives responsible for the harm they cause.

We will back the people growing our food. Grants and National Service workers will support Ohio farms. We will clean up public lands and the communities around them.

Farmers will have access to grants and National Service assistance to produce food. We will work state by state with park rangers to clean up public lands, wildlands, towns, and cities. Ohio’s farms and public spaces will be part of that work.

A billion dollars is plenty. We will cap the personal wealth one person can control at $1 billion and put excess assets and shares in a public trust. Money will stop buying control over our government.

One person will be able to control and use up to $1 billion in personal wealth. Assets and shares above the limit will be locked in a public trust, a fund holding those assets for public use. We will borrow against them to help rebuild America.

Company leaders will run their companies and compete for business, including legitimate government contracts. Their personal fortunes will not buy access to APP officials or control over our government. We will each have one vote. Mine will not count more because I’m in Congress.

Companies that invest more in workers’ pay will receive a lower corporate tax burden. We will reward paying people and put businesses on a fairer footing.

A machine will not make the decision to attack. People will control offensive weapons. We will ban AI policing and AI offensive weapons on American soil.

Artificial intelligence will be banned from independently authorizing or carrying out offensive attacks. Physical and digital weapons will require direct human authorization before attacking a target or releasing a payload.

AI will be banned from offensive weapons on American soil and from domestic policing. Automated defenses will still be allowed to intercept incoming foreign attacks. Those rules will protect us in Ohio too.

We will stop government systems from tracking our daily lives. Ban facial-recognition networks and constant public surveillance. Living in Ohio will not make us a tracking project.

The federal government will be banned from using AI to analyze our daily movements. Federal, state, and local law enforcement will be banned from facial-recognition networks, tracking identifying physical features, and continuously watching people in public spaces.

Companies will not be allowed to sell or operate those tracking systems for our local governments.

We will rank our candidates and vote online or in person. Our votes for president will count directly toward the national result. Ohioans will have a say between elections through policy polls.

We will rank candidates in order of preference in federal, state, and local elections. State and federal voting will be available securely online or in person. Secure online polls will give us a way to weigh in on major policies.

We will replace the Electoral College with a national popular vote. Your vote here in Ohio will count directly toward electing the president.

We get one vote each. Buying a congressman will not come with the premium package. (We will cap campaign spending, ban hidden funding, and ban gifts to elected officials.)

We will set strict campaign spending limits and ban hidden political funding and super PACs, groups that raise unlimited money to influence elections. Elected officials and their families will be banned from trading stocks or accepting gifts while in office. That means me and my family too.

Representatives’ salaries will increase at the end of the APP’s first term so more people who work for a living can afford to serve. Ohio should be represented by people who know what it takes to pay the bills.

We will make news networks answer for deliberate lies. Broadcasters will present opposing views on controversial public issues. Knowingly spreading false information will cost them.

We will restore the Fairness Doctrine, the rule requiring broadcasters to present contrasting views on controversial public issues. We will hear different sides of the argument.

News networks that intentionally broadcast false information or manipulative propaganda will face severe financial penalties. A camera and a suit will not make a lie acceptable. (The penalties will apply to intentional dishonesty.)

We will own what we buy and be able to fix it. Our phones, cars, and Ohio farm equipment will remain ours. Voluntary rentals and subscriptions will stay our choice.

Buying a product will mean owning it, keeping control of it, and being able to repair it. We will protect those rights.

Rentals, leases, and subscriptions will remain available under the terms we agree to. We can choose to rent. Buying will mean owning.
